Abstract

The acceptable level of risk in bunkering is determined by the costs that society is willing to bear to achieve security. The optimality of the ratio depends on the equality between the cost of safety and the cost of damage from accidents . When substantiating the requirements for the level of risk, it is necessary to take into account both the accepted concept of accidents and injuries, and the experience gained so far in the operation of water transport. Hence the need to recognize objectively existing risks, in particular during bunkering, and learn to normalize them, using the following methods: choosing the value of risk indicators in accordance with the values set in the maritime industry; substantiation of optimal quantitative risk indicators according to the selected criteria.

The composition of measures can be assessed by solving the optimization problem - at minimal cost, choose a set of measures, the implementation of which reduces the likelihood of an accident to an acceptable (specified) level.

In solving the problem, it is assumed that the funds are allocated to improve the six most important factors, including safety of equipment and technology, and factors of human activity that have the greatest impact on the safety of the bunkering process: readiness of technical means of bunkering, staff training, maintenance , repair, redundancy of equipment, the quality of decision-making in bunkering. The cost characteristics of measures to influence bunkering safety factors are determined. A multifactor model for estimating cash expenditures as they affect bunkering security has been developed. Simulation modeling of money costs was carried out using a uniform distribution of random variables over a given interval, as well as a normal distribution with given parameters (mathematical expectation and standard deviation).Keywords: security, reliability, bunkering, hazard identification, risks.
