The analysis of relevant sources of information shows that the indicators of the quality of passenger and cargo transportation, the level of accident-free navigation continue to improve. Particular attention is paid to measures to ensure a given level of safety. A significant role in this direction is the effective solution of navigation tasks. This further emphasizes the relevance of research to improve the efficiency of sea and river vehicles through the use of operational and reliable navigational information.
At present, advanced technological solutions based on satellite navigation are used to ensure a guaranteed level of reliability, accuracy and efficiency of navigation. Analysis of foreign and domestic experience in the development and implementation of navigation systems that use GNSS shows the possibility of significantly increasing their efficiency through the development of mathematical software and the use of so-called local radio navigation systems.
The most relevant in this direction is the use of local (pseudo-satellite) radio navigation systems that operate in the format of GNSS-signals with a variable or flexible structure. In such systems, radio navigation points are mobile, which allows you to quickly ensure the specified accuracy of navigation in a particular area of navigation.
The introduction of a threshold value on the probabilistic efficiency of the system forms the criterion of efficiency as a criterion of acceptable tolerance. Limit values of this indicator, as well as limitations on the accuracy of the system, which are part of the efficiency indicator, are set by the developer based on knowledge of tactical and technical characteristics of tools for deployment of pseudo-satellite radio navigation system and experience in their application in specific conditions.
