SECURITY MEASURES ON SHIPS AND IN PORTS IN THE PRISM OF COUNTERING TERRORISM AND PIRACY AT SEA

Abstract

The purpose of the article is to form a set of security measures on ships and in ports to counter terrorism and piracy at sea. This goal is achieved by analysing the sources of information on thedefinition and unambiguous interpretation of the terms maritime terrorism and piracy, identifying and analysing the causes of these dangerous phenomena. It is determined why the task of combating international terrorism, at sea, has become one of the most important. The role of the Diplomatic Conference on Maritime Security in addressing maritime security issues by introducing special measures to improve the security of passenger ships, cargo ships with a gross tonnage of 500 tons or more, including high-speed vessels, self-propelled floating drilling rigs and port facilities was demonstrated. The establishment of a consistent standardized approach to hazard assessment was emphasized, which allowed to balance possible risks by enhancing the safety of ships and port facilities. The main national regulatory documents of Ukraine, which supplemented the legislation for the implementation of the Ship and Port Facility Security Code, are indicated. The main reasons for the growth of the terrorist threat in the waters of Ukraine are systematized. The most significant result is the introduction of four groups of security measures to counter terrorism on maritime transport on certain grounds and the allocation of individual elements in these groups that allow to achieve effective counteraction to terrorism and piracy at sea. The further direction of work is a detailed analysis and analysis of individual components in the complex of measures of the ISPS Code for effective counteraction to maritime terrorism.
