THE SHIP AND PORT FACILITY SECURITY CODE AS A METHODOLOGICAL BASIS FOR IMPROVING THE QUALITY OF SECURITY MEASURES ON SHIPS AND PORT FACILITIES

The purpose of the article is to systematize the main provisions of the Ship and Port Facility Security Code of the complex of security measures on ships and in ports to counter terrorism and piracy at sea, regarding the objectives, requirements for achieving the objectives of the Code, levels of security, structure of the Ship Security Plan, objectives of regular reviews (reviews) and internal audits of the Plan, measures to control access to the ship for different levels of security, objectives and measures to deny access to restricted areas. This goal is achieved by analysing the sources of information and identifying the goals and requirements for achieving the objectives of the Ship and Port Facility Security Code. The description of the security levels on the ship in accordance with the Code is given. The structure of the ship security plan is given, the interdependence of mandatory and additional elements is shown. The detailed content of the measures included in the mandatory and additional components is disclosed. The purpose, regularity and objectives of reviews (surveys) and internal audits of the Plan are emphasized. The role, authority and responsibility of the master of the vessel to ensure the safety and security of the vessel are shown. Measures to control access to the ship for different levels of security are defined. The purposes of introducing restricted areas on the vessel and measures to terminate access to restricted areas as the security level increases are emphasized. The most significant result is the systematization of some of the main provisions of the Code and the visibility of their presentation. The further direction of the work is a detailed analysis, analysis and systematization of the main security measures to monitor the handling of cargo and delivery of ship's supplies and supplies, the handling of unaccompanied baggage, the control of ship security, the implementation of standard operating procedures for emergency situations.
