Abstract

The article analyses the state of accident rate of the sea and river fleet of Ukraine in 2006-2021. Particular attention is paid to very serious accidents and serious accidents. It is determined that one of the most important stages of managing the risk of a maritime accident during activities related to shipping is the stage of assessing the relevant risk. Based on the results of the analysis of existing approaches and methods of risk assessment, it is proved that the use of probabilistic methods of risk assessment provides the most accurate processes for assessing the risks of occurrence and prevention of maritime accidents, which consider a wide range of factors. At the same time, when applying the appropriate probabilistic methods of risk assessment, it is necessary to consider all factors affecting the safety of the vessel itself, as well as the human, the environment and cargo, etc. in the relevant formal models.

The analysis of publications on research of risk assessment processes in the system of navigation safety management was carried out. The results of the analysis allow us to conclude that these studies do not consider the criterion of minimum total costs in the development of measures to reduce the risks of the ASM. It is determined that the process of managing risk factors in the navigation safety management system can be improved and be more effective in terms of ensuring navigation safety if the target optimal level of safety is determined based on the criterion of minimum total costs. This approach will improve the accuracy of the assessment of the generalized risk of maritime accidents using water transport.

The article contains the statement of the research problem, the discrepancy in the subject area is defined, the scientific task is defined, the solution of which will ensure the elimination of the discrepancy, partial tasks, research methods, limitations and assumptions are defined.
