Abstract

The problem of ensuring maritime safety is one of the most important in maritime transport, as its successful solution affects the protection of life and health of crew members, vessels and passengers, as well as the safety of vehicles and cargoes. This problem has long since turned from a narrow national to an international one and requires significant efforts and funds to implement. The article provides an overview of safety and shipping over the past year, the causes and consequences of accidents in the world's maritime fleet, as well as actions and regulatory mechanisms aimed at international maritime safety. The subject of the study is specific measures to improve the legalmechanisms in the field of international shipping safety, and the study of modern tools for implementing methods of shipping safety and security. The author also analyzes the trends and changes in the field of transportation losses, risks and safety when navigating in special conditions and areas of hostilities. The paper analyzes the procedures and mechanisms operating within the IMO aimed at ensuring their more effective use in the field of maritime safety. The article pays special attention to the experience of countries with developed maritime industries in ensuring safety of navigation in coastal waters, considers the use of new technologies in the regulation of navigation in Europe, the United States and other countries, as well as the principles of effective implementation of international and regional documents and standards in the field of navigation. The article presents a strategy for maintaining and complying with regulatory standards, management systems, liability, and a modern concept of shipping safety based on international legal regulation. The purpose of the article is to investigate how the implementation and enforcement of the regulatory framework and international conventions in some maritime countries are the most important factors in maintaining maritime safety standards.
