In article ways of creation of a complex of monitoring of contamination of water are considered and the modern requirements to the given complexes are defined. Also the developed skeleton diagram of a complex is resulted. The output about necessity of creation of model of functioning of a complex and about continuation of the further researches in a direction of determination of the functional characteristics, a developed complex becomes.
