TRANSFORMATION OF THE ROLE OF THE MULTIMODAL TRANSPORT OPERATOR IN THE CONDITIONS OF DIGITALIZATION OF THE LEGAL FIELD

The article examines the impact of digitalization on the legal status of a multimodal transport operator (MTO) in the context of the implementation of electronic transport documents - e-CMR and e-AWB. A mathematical model for assessing the effectiveness of electronic document flow is proposed, which includes the document flow efficiency coefficient (DEC), the time effect in the logistics chain and the integral indicator of MTO digitalization. The effectiveness of the implementation of electronic transport documents (e-CMR) in the multimodal transportation system is substantiated and their legal nature is analyzed. Based on mathematical modeling, it is established that the digitalization of document flow provides a reduction in document processing time, forms a significant cumulative time effect and high economic results with a minimum payback period.
It is proven that the electronic consignment note has the legal force of the original, however, its use is accompanied by restrictions as a non-goods management document and legal risks in transit jurisdictions. Cyber risks that arise as a result of digitalization and can cause significant economic losses are analyzed, a methodological approach is proposed to quantify the legal risk of cyber incidents and improve regulatory regulation in the field of multimodal transportation.
