Abstract

The article analyzes the legal framework and the procedure for training and scientific / scientific-pedagogical internships in higher education institutions of Ukraine as legally established forms of professional development of scientific and pedagogical workers. The essence of professional development of scientific and pedagogical workers as a continuous process of acquiring new and improving previously acquired professional and general competencies necessary for professional activity, which provides continuous self-education and other types and forms of professional growth and can be carried out through formal, non-formal and informal education, internships, carrying out professional activities, etc.

The requirements to the professional development of scientific and pedagogical workers and guarantees for their implementation are revealed. The order of professional development of scientific and pedagogical workers is stated, including the order of payment of advanced training, conditions of its realization and the order of recognition of results of advanced training and internship (scientific, scientific and pedagogical). The conditions of professional development of scientific and pedagogical workers of institutions of higher and postgraduate education during advanced training and internship are revealed.

Particular attention is paid to the description of the planning procedure, professional development of research and teaching staff in formal, non-formal and informal education and recognition of its results at the institutional level.

Institutional support and the order of scientific and scientific-pedagogical internship and recognition of its results are characterized. Provisions on the procedure for recognizing certain types of professional development of scientific and pedagogical workers as advanced training are set out.

The strengths and weaknesses of the Ukrainian educational legislation concerning the professional development of scientific and pedagogical workers are revealed.

It is concluded that the implementation of legal framework for professional development of scientific and pedagogical workers in higher education institutions of Ukraine will improve the quality of scientific and pedagogical and methodological activities in these institutions and improve the educational activities of higher education and higher education in Ukraine as a whole.
